Chester Bandstand at Parade Square, Village of Chester

The Municipality of Chester wants your feedback on Phases Two to Four of a beatification project for the Parade Square in the Village of Chester. Council has not approved the three additional phases of the project at this time and have requested staff to engage in rigorous community consultation. Phase One is scheduled to begin March 2021 and will be completed May 2021. Improvements, in consultation with the Village of Chester Commission and the Chester Garden Club, include new benches and a paver stone pathway to the Band Stand and Yacht Club. A new pathway will also be installed within the existing garden, located in the centre of Parade Square. Other improvements scheduled in Phase One include a fresh coat of paint on the Band Stand, new waste receptacles, and new picnic tables. These improvements are funded by a $12,500 Beautification and Streetscaping grant through Municipal Affairs and Housing and $25,000 budgeted by the Municipality of Chester.

Your feedback will be used during Phases Two to Four. A brief description of each Phase:

Phase Two (TBD): Compass Rose Circle with new paver stone pathways, landscaping (new trees), and 10 parking spaces on South Street to replace those lost in front of the bandstand.

Phase Three (TBD): Additional five new parking spaces on South Street, landscaping (new garden beds and trees), benches and picnic tables, additional waste receptacles.

Phase Four (TBD): Construction of the Lookout platform, pathway from Compass Rose to South Street, pathway and crosswalk to Lookout platform.

    Thank you for your comment and request for further clarification. To help provide some context, the purpose of the project is to invest in beautification and streetscaping to help improve aesthetics with a specific focus on tourism attraction. The project also aims to improve the potential for sustained economic, social and environmental benefits. The existing road and parking is overdue for an upgrade and this configuration is just one potential design concept. We are open to exploring other options based on feedback from our residents.

    Thank you for your question. The Municipality consulted with the Chester Garden Club and a representative from the Village Commission to discuss the location of the new pathways. It was decided that new paths to the Bandstand, Chester Yacht Club and in the existing gardens would be the best areas to do in Phase 1. It is certainly something we could consider if the next Phase (or Phases) are approved!
